To put it as simply as possible: a visitor can view a bunch of pages, but they’re still just one person.
Each time a visitor loads, or refreshes, a single page on your website, that counts as a page view. Page views is the total number of pages that have been looked at by your website visitors. Note that it is a total count, so if you have 3 visitors and visitor A looks at 2 pages, visitor B looks at 10 pages, and visitor C looks at 1 page and presses refresh 2 times, your total count is 15 page views for 3 visitors, or an average of 5 per visitor.
